Authorised Purposes

Proceeds from gaming machines can only be used for what are termed "Authorised Purposes" as defined in the Gambling Act 2003 and as administered by the Department of Internal Affairs.  Click here for DIA examples.

Authorised Purpose may include charitable, philanthropic, amateur sporting, cultural activities or something that provides a benefit to a significant portion of the community in a non-commercial sense.

Important Notice to all applicants

  • The list below is not exhaustive and serves only as a guide to applicants as to what may be considered by the Grants Committee.
  • Whilst your application may fall within any of the criteria listed below, this does not guarantee that your application will be supported in part or at all. 
  • The final decision on all funding lies with the Grants Committee of the Foundation.
AUTHORISED PURPOSES         NOT AUTHORISED PURPOSES

Applications must be future focussed & must be submitted at least 6 weeks prior to any event or proposed purchase for which funding is sought.

Retrospective applications, ie; where funding is sought for goods or services that have already been undertaken or purchased at the time of the Trustee meeting date.
  

SPORTING

SPORTING

Clubs or Players that;

  • Are entirely amateur.
  • Are affiliated to the national code or to a regional body that is affiliated.
  • Are an incorporated society.
  • Play as part of a recognised and regular competition.

Clubs, players or events that are;

  • Professional or commercial groups/players/clubs that receive any sort of payment or reimbursement for playing.
  • Workplace sports or social teams.
  • One-off tournaments in particular where there is an entry fee and prizes.

Uniforms & Equipment;

  • Must be required to play the actual game.
  • Must be for actual playing team plus reserves & may include a coach or manager.
  • Excessive team numbers will not be funded.
  • All uniforms & equipment must remain the property of the club for future use.

 

Uniforms & Equipment;

  • Dress & travelling clothing or uniforms of any sort including tracksuits.
  • Personal items such as shoes, boots or socks.
  • Non-essential items such as drink bottles, gear bags, beanies, etc.

 

 

Training, coaching, development;

  • National or regional coaching & development programmes that are entirely amateur in nature.
  • Funding for school programmes should be applied for by the schools.

Training, coaching, development;

  • Elite academies or high performance development programmes aimed at grooming players into professional positions.

  

 

Buildings, clubrooms, maintenance

  • Building & maintenance of clubrooms for recognised organisations.
  • Maintenance of grounds and facilities used by players and the public.

Buildings, clubrooms, maintenance

  • General running costs for clubrooms.
    Maintenance or costs relating to the bar areas of clubrooms or facilities.
  • Building permits, resource consent applications, feasibility studies.

 

RACING - Horse & GreyhoundRACING - Horse & Greyhound
  • Payment of race stakes upon provision of detailed schedules of future races.
  • Upkeep & maintenance costs of racing club facilities and grounds (excluding bar areas).

 

  • Payment of race stakes for races that will have taken place before TTCF Trustee meeting dates.
  • Payment to or commercial gain that benefits trainers, owners or jockeys.
  • Activities or expenses in connection with breeding.
  • Activities or expenses in connection with the promotion, marketing or publicity of commercial aspects of the racing industry.

 

EDUCATIONEDUCATION
  • Special building projects for NZ schools.
  • Assistance with school activities, trips and programmes, ie; sports, fields & cultural or educational trips.
  • Specialised equipment that is of a direct benefit to students' education.
  • Costs that could reasonably be expected to be funded by Government direct funding.
  • General administrative costs associated with the day to day running of the school.
  • Teachers or reliever teacher salaries.

  • Student academic scholarships that are administered and accounted for by the educational facility.

COMMUNITY GROUPSCOMMUNITY GROUPS

Applications from the extensive range of genuine community organisations will be considered.
The degree of funding allocated will be based on that group's effectiveness & reputation within their community and this may include;

  • Special building, projects or maintenance.
  • Office equipment such as computers, fax machines, photocopiers, etc.
  • Office administration costs in certain instances where specific justification can be displayed.


  • Third party funding will not be granted.
  • Applications may not be made on behalf of another recipient or organisation.
  • Fundraisers or fundraising events.
  • Commercial businesses.
  • Commercial tourist promotions.
  • Family groups or reunions.
  • Food, refreshments or entertainment, except in certain cases such as the elderly, children or special community focussed Christmas festivities.
  • Feasibility studies, building permits or resource consent costs.
  • Motor vehicles, unless the group can demonstrate to the total satisfaction of the Trust that the vehicle is a critical part of their own authorised purpose.
GENERALGENERAL

Prizes

  • Funding is limited to small non-cash prizes valued at under $25 for presentation at genuine sporting or educational prizegivings.

Prizes

  • Cash prizes of any kind, large non-cash prizes and gift vouchers of any kind.

Vehicles

  • Only vehicles for approved organisations where there is a clear benefit to the wider community will be considered.

Vehicles

  • Vehicles for motorsports, sports clubs or where the benefit of the vehicle is to a limited number of the community on.y
 
  • Taxes or insurances of any kind.
  • Payment to professional fundraisers.
  • Funding to individuals (unless applied for and administered by a recognised body to which the individual is affiliated).
TRAVELTRAVEL

Internal & overseas travel will only be considered under certain conditions.

  • That the purpose of the travel is for a genuine amateur sporting event or other event that is not predominantly social in nature.
  • That the traveller/s is/are representatives who have been selected at a regional or national level.
  • That the purpose of the travel will benefit the NZ community and/or NZ's international reputation.
  • Only the cost (or part of) the ticket from NZ to the first destination and return may be funded.
  • Travel applications and quotations must include the name/s and status of the traveller/s.
